These would be private, non‑collective arrangements that lower parenting burdens and make early marriage and childrearing more feasible for couples in their twenties. — If tried at scale, such targeted housing policy would be a direct and testable intervention into falling fertility and could reframe debates about family policy, urban zoning, and the social determinants of childbearing.
