Philanthropic security supplements policing

Community‑funded organizations are beginning to play an operational role in counterterrorism: the Community Security Initiative (CSI), seeded by UJA–Federation and philanthropists in 2019, now funnels hundreds of suspected threat reports to law enforcement and coordinates protection of Jewish institutions across New York. That model distributes both operational capacity and responsibility away from the police and toward private/community actors. — If private philanthropy becomes a routine substitute for public security, it reshapes accountability, unequal protection across communities, and the governance of counterterrorism at city scale.
