Responsible Autonomy as Policy

Treat free will as a matter of degree—'responsible autonomy'—so policy, law and social praise/blame are calibrated to an individual's capacity (child, addicted person, psychotic offender, functioning adult). This reframing rejects both hard determinism and naive libertarian voluntarism and makes responsibility a practical variable for courts, schools and social programs. — If adopted, it changes how we assign legal blame, design rehabilitation, and talk about elites' moral responsibility versus excuses for criminal behavior.
